Computer Won't Boot Up

Been a while since I built a computer, but have built about 20 in the past.

Here are the specs:

ASROCK Dual-VSTA
E6300
Dual Channel DDR


Antec Smart Power 450 W PS


Here is the issue, when I try to boot up, I get nothing. I have removed everything from the case and tried again.

It sound like it trys to fire, but nothing happens. I have a power supply tester, and all the lights work (from +5v to +3.3V) - HOWEVER, after I try to boot the MB, it doesn't fire, and the PS only reads +5VSB

Can a mother board be defective causing this?? It won't fire up unless I reset the CMOS and try again.

Everything is out of the case and I am getting similar items. I have all the connections correct that I can see..


Any thoughts??
 
I still had the CD Rom and SATA plugged it...that seems to be the problem with one of those connections...still working on it
