Computer won't boot still...

I'm sure many of you have read about Pyrosity's computer not working (that he just built). so once again, ill post for him ;)

well he got his new CPU installed, and it still doesnt work. any ideas? there is no POST screen (and correct me if I am wrong pyrosity) but the diagnostic lights on the USB drive he put in still are all red (cpu is either installed incorrectly, or damaged.)

pyrosity, maybe your cpu is just installed incorrectly. or making something is in the socket?

1st )Pull the mobo out of the case and lay it on a non-conductive surface

2nd)only have the CPU,RAM and video card installed on the mobo

3)Hook up the speaker,Main power, soft power switch

4) Fire up the system and see if it will boot if not you should get a beep code

5) No Beep code Either the CPU is dead and/or the mobo is dead also.

6) Power supply could be bad also

If I do all tests that I can and it still shows that it's dead I was considering buying a second motherboard, so I can check to see if the problem is the mobo or not. I'll also be able to see what parts of the motherboard go where in the box that I got it in so I can return the original without forgetting much.

The thing is, I suspected that my original CPU has overheated. I realized yesterday that it could have been the motherboard's socket, as the original CPU took a bit of moving around to try to get it in (whereas the new one I got slid right in). Also, the new CPU I got looks like it may have been used before, so that's also a possibility. It's an AMD Athlon 64 3000 + for socket 754 and it's PIB; the green holder in the box had serious damage to it (though the CPU and heatsink looked to be in fairly good health).
