Computer will only boot up after a shutdown and not restart

Kind of a weird problem I've encountered the other day after reformatting my buddy's computer. I installed all the drivers, anti-virus and anti-spyware software and restarted the comp. However the comp wouldn't boot up normally. Although everything seems to be on, the screen is blank (standby) and the computer never boots. However this only occurs after restarting. If I shut down the computer, and turn it back on, it boots fine. This is the first time I've ever seen this happen. Can anyone help?
 
I once had this on a customer system, oddly, replacing the power supply fixed the problem.

Before resorting to that, make sure ACPI is selected in the BIOS. Also, check in Device Manager under "system devices", you should see the first couple listings for ACPI....otherwise the computer is running in "standard pc" mode.

I'll try the ACPI thing. That would be extremely weird if it was the power supply. I mean it was working just fine before the reformat.
