Computer upgrade startup problem

Frind of mine just finished upgrading an old computer he got for really cheap. He put in some new memory, new cd drives a new hard drive, and a new modem. I can't quite tell what the brand/model of the motherboard is, so I don't know if this could be a result of it needing twin memory sticks or not. The processor on it is an old pentium 600 and they put in a stick of pc100/133, which from what I can remember seems like it should be fine.

When we try to start it up, it makes a bunch of beeps. The fans run, but the cd drives don't seem to be getting power, nothing displays to the monitor at all. The power supply is a 250 watt, and I'm hesistant to just say the power supply is bad since the fans are running. What do you guys think it could be. All advice is greatly appreicated!

EDIT: also, in case the beeps indicate the problem, it is one long beep followed by three quick beeps.

UPDATE: we found the motherboard manual, the code ment a video error so we messed with the video card and it wasn't quite in right and now it starts up good. We still don't seem to be getting power to any of the drives though, bad power supply you guys think?

try taking out the hard drive and see if the power that gets it to spin will make the CD work. take out modem too, anything that draws power so you can see if it's a power issue.
