Computer turns on but nothing happens

I just put this machine together.

It has a Celeron 2.2GHz processor
2x2 gigs of Patriot ram @ 800MHz
Antec PSU 380 Watts
ECS G31T-M motherboard

I can get it to turn on but nothing posts. I don't get any beeps which leads me to believe that the processor is busted but I'm not sure. If I hold the power button down, it will shut off.

The weird thing is, I had another older motherboard with this processor that did the same thing. I assumed the mobo broke but now I think the CPU is the culprit 🙁

I have reseted the bios. Everything is stripped down to 2 gigs of ram, processor and integrated video.

Another note is that I pulled the CPU fan off and it turned on and I let it stay on for 30 seconds. I definitely believe the CPU is dead. Any other ideas?

Edit: I pulled out both pieces of ram and I get beeps. Does that mean the CPU is ok?
 
BIOS code is obvious if I take the ram out. Nothing else happens when I have the ram in though. The fans spin but no beeps.

I'm going to order a new CPU and hope something comes out of that.

 
Hmm. Well, taking the fan off of your CPU for 30 seconds wasn't the best idea... you might need a new one now.
 
...as in you physically removed the whole heatsink & fan from the chip or just unplugged the fan from the motherboard?

Big difference between those...

EDIT: Also, you have it stripped down to just cpu/ram/mobo but is it still installed in the case or sitting on a desk? Because you could be seeing grounding issues rather than a hardware problem.
