I see, you have one with a different layout, the one shown here: http://www.pcstats.com/artvnl.cfm?articleID=1903 I don't have the manual for that one, so my suggestion is to get your manual out and pay close attention to what they have to say about power hookup. With that unusual (so far) 8-pin ATX12V receptacle, you'll want to note how they say to hook up to that.

Have you tried booting with the bare minimums? 1 stick of ram, cpu+heatsink and fan(or water block in your case), video card. Disconnect hard drives, cd/dvd drives, the Xi-Fi, and any other PCI cards. And it would be helpful if you were to list your full system specs.

I had an Antec Neopower 480 die on me a couple days ago. Damn modulars...and they are still selling them!

Everytime I turn the PS on I hear a constant high pitched sound. Argh.

Thats a very power hungry system, and you left out an extremely important part in your specs..the power supply...and trying with the bare minimums, will including removing one of the video cards as well.

You might have issues with the phantom, but what do I know. All threads on Antec PSUs are no longer available on AT.

So have you tried any of my suggestions yet, such as booting with a single video card, and trying the bare minimums??????
