Computer takes many "power on/offs" to boot

I've had this problem with my computer for some weeks now.

When I start my computer, it won't actually boot, and my monitor won't get out of sleep mode, meaning the computer is not really completely booting, something is holding it back. The screen is just black. I think either the video card might be having difficulties or my motherboard/cpu simply won't start well. Perhaps the power supply could be the problem? I swear i have to change my PSU once a year.

I have to turn the POWER switch on, let it start a bit, turn it back off, then right back on, repeat that about 10x and then it boots fine. Once it boots it works perfectly, i never have crashes/etc while using it. Sometimes when I switch it back on after a power off, it won't power up at all, so i have to turn it back off and wait about 10 seconds before it will power up again. I find that very weird and could very well point to the PSU as the problem.

Before I buy any new hardware I would really appreciate some guidance on this, perhaps a way to troubleshoot the problem or something.

With flakely problems like this the PSU is the most likely culprit. That doesn't mean it might not be something else. I would first make sure every component is plugged in properly and securely, and I might try resetting the CMOS. Then I would try another power supply.

Do you have a very dusty room? If you remove your PSU and carefully open it (careful because it still holds a charge and can hurt you), you might get an idea of why you have to replace it so often. Look for leaking capacitors and/or alot of dust. Are you using a surge protector?
 
yeah. i'm kind of ticked off about my power supply situation. I spent $70 on the damn thing, did a lot of research on the voltage ratings on each rail etc... and thought I found a nice mid-range PSU. It's the Coolmax C400B. I guess I should have just went with a brand name and forked out the extra money. It's not too late to RMA it but i'll probably just end up using it until my system doesn't boot at all.
 
Just as an update...

This problem is solved by replacing the motherboard... it is *NOT* a power supply issue. Some of the Asus A7N8X boards have this issue. Anyone requiring more info, feel free to PM me.

for god's sake if you are going to open up the power supply:

turn off the power
unplug the psu
hit the power button multiple times to get all of the stored of charge out of the psu.

I am a bit confused here, if it's the PSU or the mobo. Obviously if it's the mobo it opens up a whole new set of problems (new CPU i'd want to get, etc..)

Is there ANY way to know? To me it sounds like a PSU thing, but i could be wrong.
 
If you have a psu on a shelf, then try it.
If you have a mobo on a shelf, then try it.

Could be either of these probs - or more.
