Computer takes long time to start services on bootup and mobo BIOS issue.

I just reformatted and installed XP and installed the latest updates and everything. I found out I had the Welchia worm and the Symantec program successfully removed it, but ever since then when XP starts up, services seem to take a lot longer (around 30 seconds)to start up than normal (if I go into the task manager, the "User Name" of the processes is blank until they start up).

Is there any way that I can fix this?

Also, whenever I turn my computer on it will not get past the BIOS screen and post if I just turn it on... after it "freezes" at the bios screen, I hit the reset button and then it works. Any idea as to why it is doing this?

Some slow boot up reasons:
1- May have an active network adapter that isn't connected to anything. Either remove it, disable it in the BIOS or go into Device Manager and "disable in this profile".
2- May have a CD in drive - remove it.
