Computer Starts Up and Shut Down and Graphical Issues

I have an ATI Radeon 4890. Recently graphics hav been acting flaky, sometimes my display just straight up won't work and other times it is just generally slow. I am assuming it's an issue with my graphics card but it does work occasionally.

This may or not be related but whenever I try to shut my computer down it shut down and then instantly starts back up. I have triple checked to ensure that I am clicking shut down and not restart.

It does sound like a faulty gpu, do you or a friend have one you can use to test and verify?
