Computer Starts Up After Being Shut Down and General Slowness

I have a desktop running windows 7. It goes through the shut down fine, pauses for a few seconds and then immediately restarts itself. It is also been generally sluggish and I have been unable to use any resource intensive programs (Call of Duty, Bioshock etc.) that I previously had no trouble running. I can get to the startup screen before the screen goes black and game crashes. Any idea what the problem could be?

I hope that's enough information, if there is other things I should be testing to diagnose the problem let me know. Thanks in advance for the help.
 
Sounds like a power supply or motherboard issue for the shutting down/restarting issue.

Look at the motherboard, are there any bulging capacitors or anything out of the ordinary?

Do you have a power supply you could swap out? It also could be something as simple as a loose connection.

As for the games crashing, that could be related to the above, or it could be a driver error or memory error. I'd suggest running memtest86, and seeing what that says about your memory.

If you could check the event log and show us what error message the game crashes with, that'd be great.
