Computer Skipping

Lately I've been having problem with my computer periodically skipping. every 5 seconds or so it would freeze for like 0.5 seconds. When i move my mouse across the screen it would freeze then skip to where its sapose to be and it keeps happening every 5 seconds. Its not my video card cause when i play a game, the whole screen freezes as well as my sound. Could i get some help getting to the root of this problem?
 
is anything overclocked? is anything like the CPU, chipset on mobo, or video card overheating? what are the temps? are the drivers for things like video, sound, chipset, etc. the latest from the manufacturers' websites? when did this start? does the pc ever restart itself or give a blue screen or fully lock up where you have to restart it?

no overclock, temps are in the 30's updated the drivers still getting the freezes. pc gave me the first blue screen today. No lock ups tho. Started after my asus a8n-sli mobo fried, replaced it with a a8n-e mobo till it gets returned from repair. Got all the old hardware on this mobo
 
the chipsets are slightly different since the motherboards are different (slightly different but that may be why its doing that), did you do a repair install of xp after you made the switch, or just moved the hardware to the new board and thats it? if you didnt do a repair install, try that.
