Computer shuts off after I boot it

400W PSU
2.8GHZ
Radeon 9800 PRO

worked fine before,

everytime i boot it up it shuts off almost immediately - the fans and lights turn off for about a split second.

i dont know what to do, i tried with anohter PSU and its the same problem.

Any suggestions are appreciated,

How about the brand & model of the power supply, and also a rundown of the rest of the system's specs (motherboard, cards, drives, whatever).

its a 400W MGE PSU (Works fine on other computer)
2.8GHZ P4
DVD-RW
RADEON 9800 PRO

thats it, nothing fancy - basic rig. worked fine before

ok this is kind of a weird story

i just moved from france to USA and in europe they have 220W in teh walls and my PSU wouldnt let me switch it to 110 when I moved back to the USA

when i came back to the states, i bought a new PSU that is 300W and it worked fine when i put it in but nothing was showing up on the monitor so i assumed it wasn't giving my CPU enough juice (with the radeon 9800 and stuff)

so i tried the PSU on my roomate's computer and it works fine. I tried my roomate's PSU (400W) and it just turned off immediately after I turned it on - I tried it a few times and went back to the 300W I just bought and it turns off immediately after turned on as well.

Both PSU's work on my roomates computer

I'm stumped.. and all my techie friends are just baffled.

Suggestions please :(((((

if this helps, sometimes it goes on for about 10 seconds and then restarts for another couple of seconds and then restarts pretty randomly

not what the video looks like when it's doing this because it did it when I was running the mobo out of the case and it wasn't plugged to the monitor

Your spec info is a little scanty. More details? Brands, models, core version of CPU, etc.

Check your case and any loose wire to make sure somthing isnt grounded out.

Unplug your optical drives and any hard drives other then your boot drive, and try booting. If it boots and stays powered with them disconected it may be an underpowered power supply.

Otherwise start removing componants one at a time and checking every plug and wire.
When the solution isnt right in front of you its best to just break the whole pc down and reassemble it one componant at a time till you fine the culprit.

the CMOS jumpers were on 2-3 instead of 1-2 - which I think was causing it not to boot.

Now I can get it to boot up but it shuts off after 10 or so seconds on the post code "9.6"

which is "De-Assert CPU core voltage" according to the manual

I have no idea what that means though
