computer shuts down when installing windows

I just recieved my computer from monarch. I added the DVD drive however whenever its installing it completely stops and shuts down. is this my dvd problem or power supply?
 
now whenever i turn on the computer it shuts down completely after 3 seconds or so, however when i take out the dvd drive it runs fine...
 
sounds like a power supply issue. I find it hard to believe that a retailer would have sold you a computer that close to it's maximum power requirements though. A dvd drive shouldn't put you over the top. Does it have another optical drive that you can use to install windows?
