Electrical Engineering is the creation of hardware circuits, both analog and digital. Computer Science is programming - creating software to use those circuits. And Computer Engineering is a mix of the two - engineering the ways that hardware and software interact.

Because the job market became saturated and there was a point where the average starting salary went down to something like 35K.
Computer Engineering is a much more marketable position because we are familiar with both hardware and software.

In theory, CE sounds great, but I find it would be better to focus on one area and do that well. In fact, most CE majors I know are really more interested in either CS or EE, and follow those tracks anyway.
To be honest, I don't know any unemployed programmers or any that isn't pulling at least 40k. As long as you're good, you'll have a job that pays well.
