Computer running slow

I have a slow computer problem and I was wondering what you guys can do to help me out. Here's my system config:

P3 800EB -- 6X133
128 MB PC133 SDRAM
ATI All-in-Wonder 128 32MB
Soundblaster Live! Value
Maxtor 13.6GB 7200RPM HDD (Primary)
Samsung 3.2GB (Unknown RPM) HDD
Pioneer 16X DVD (115 Bulk, I think)
HP 9100 8X4X32 CDR-RW
NetGear PCI 10/100 Network Card
Generic 3.5" 1.44 MB floppy
SOYO SY-7VCA Motherboard w/ VIA Chipset

I'm running Win2k and I thought it would be much faster than 98SE. It did at first, but it has steadily declined. I am currently running slower than a pentium 75. I have defragmented my hard drive, and I have run disk cleanup, so that's definitely not why my computer is slowing down. The problem is, I don't know what is causing it. I even got a new power source (not to try to speed it up, just because mine happened to die). Anybody got any ideas?
