Someone I know is having this problem:

Power cord is plugged into a live outlet. Everything is plugged into the computer. Power supply is turned on. USB devices are getting power. Now, I press the power swtich to turn the computer on. I hear a sort of click sound from the speakers indicating that the power from the sound card fluxuated slightly (this is normal). Other then that, NOTHING.

What happened to the system before this started?

Without knowing that, it's hard to diagnose. Clear the CMOS and see if that helps.
