Check the cmos jumper. I recently built a pc where they shipped it with the clear cmos in the "clear" position. Everything would spin up but I got no video. Took it to the store I bought it from and their tech showed me. I was embarrassed I didn't think of it but he said it took him 4 builds to figure it out also 😱 Anyway he says a lot of motherboards are shipped that way to save the cmos battery, which imo is stupid since those batteries generally last forever anyway, I've only had one go bad and it was 7 years old. As soon as we changed that jumper, the computer fired up and has been running no problems for my customer.
