Computer powers up

I woke this morning and tried powering up;

First time the screen had multicolored checkers everywhere for what should have been the p4c800-e logo screen, moniter then went idle - I reset

Second time started normally, made it as far as the windows loading screen and then monitor went idle again, didn't come back... 30 minutes of downtime then power back up.

Third and every time since power up is just that, power turns on, fans run, nothing else happens... Normally when I powerup I can hear the fans turn up to max speed, then slow to avg speed, that doesn't happen now. I tried removing hard drives, and the ram powering up to the same consequence.

This hurts bad... Thats my primary (more expensive as well) computer, and any recommendations are welcome. Thank you in advance.

I think it is most likely the PSU and will require a new one. But in case I am wrong, you can try reseating the video card or, if you can, try using another known-good card. Also try resetting the CMOS.

no POST beebs, i forgot to mention that above

How would I go about resetting the CMOS?

Use the CLRCMOS jumper while your computer is unplugged. Leave it in the clear position for a few minutes - go and have a tea.
Make sure you reset the jumper, then the CMOS will have been cleared.

Update:

After swapping out my 9800pro with an old ti4200, it loaded up to windows, the cmos beeped at a detected hard drive error (its been doing that for 2 months, the hd is going dead) (also, that beeb didn't happen with the 9800pro in), switched it back to the 9800 and the problem occured again, monitor stays idle, no beeps, nothing.

So, at this point, what am I looking at here? I did notice when I took the 9800pro out, the heatsink/fan seemed to be falling off... one of the main 2 support pins was still in place, while the other was detached, leaving it somewhat dangling (not touching the gpu across the whole board). The night before the computer worked fine, i just dont see it being burnt up since this problem started acting up this morning, even with the heatsink detached, that gpu wouldn't burn up even if the computer was running all night long, the cooling isn't really needed unless gaming.

So I guess my question here is, can the vid card be salvaged, or is it shot; can I somehow perhaps reset the cmos on the card, maybe test it in some way to see if its truelly shot or? Again, any and all recommendations welcome, thank you.
