Computer powering on itself after shutdown.

First post here, hello people :D
Im having problems with my PC. I do a complete shutdown of it, and after 1 or 2 seconds, it comes on again. I have Windows 10 Pro v1511 build 10586.29. My PC is the one in my signature.
The only way to completely shutdown the system, is, between 1 to 2 seconds it is turned off, is to turn off the PSU power switch. It is weird when I shut off the psu, it tries to turn itself on (as I said before), I hear a click in the psu, and then turns off. The LEDs turn on again like 0.5 seconds and then turns off also.
Another thing to mention, is that the onboard USB ports does not work since 2014, and the ethernet port also recently. They stopped working after a storm that my PC was plugged in but off and no UPS. My GPU and PSU at that time got fried, and a printer (in 2014). The ethernet port and my ADSL modem/router stopped working after another storm recently, with the PC turned off and protected with a UPS :/ . Thanks.

If you other components died, it's likely that your MB took a hit also. It sounds like it wasn't a terrible hit, but enough to effect functionality.

Note, there are 'Wake' settings in the BIOS that can affect the system staying down after shutdown, so look for those. But it does sound as if your board has been affected. Might as well replace it too.

Thanks for the reply. Every wake on setting is disabled. I bought a new motherboard recently, and Im waiting for the CPU and RAM to arrive also.

Look in "Control Panel\All Control Panel Items\Power Options\System Settings"

See if ""Turn on Fast Startup" is checked. If it is - uncheck it. That worked for me when my PC kept starting on its own.

After the shutdown command, I tried disabling Fast Startup and it worked too! :D Thanks for the help. I will leave it like this, and when I replace my motherboard, I will see if with Fast Startup if it behaves the same way as my system did.
