Computer power goes on and off at startup

Sometimes when hitting the power button on my computer, it powers up for about a second and then turns off. Without doing anything else it'll turn on a few seconds later for a second and turn off again. This will repeat until I actually hit the switch on the power supply. Once I turn the power supply back on, the computer power up and works normally. Does anyone know what the problem could be?

I built this computer recently and before that I was using a computer that was a few years old. One thing I notice is that even though the computer is off, power seems to flow. For example on the receiver for my wireless keyboard and mouse, the lights are on even though the computer is off. I was wondering if this is normal and if not if this is related to the problem.

Below are some specs for the computer:
ASUS P5B Deluxe
Core2Duo e6600
Antec Neo HE 550W Power Supply
Corsair DDR2-800 2GB RAM
Seagate 400G SATA HD

Check your bios for any weird ASUS crap that keeps things on. I don't think its the PSU, that things a champ! Too bad Antec doen't make MOBOs

I agree with DrJman

I would start in the BIOS, and move also to looking at how you have your power settings set through windows.

Oh yeah, one thing I did forget to mention is that when I was successfully able to boot (after flipping power switch off and back on) was that it always came up with some error "Overclocking failed, press f1 to enter setup, f2 to load default values". I don't overclock, so I found that strange. I've tried going with both options, but same result.

I've looked through the BIOS, but most settings are at default values and doesn't seem like it would affect bootup in such a way. The only setting I really changed was disabling onboard sound. I will try to grab a PSU and see if that is the problem.

This might sound kind of crazy but you also might want to check the connection from the power button to the mobo. (the connector) It kind of sounds like it's only sort of making contact and thus the turn on/ turn off signals the mobo could be getting from the button. Might want to pull it off blow the connectors and pins off and try it again.

BTW: I had a machine that would tell me the computer hung for inappropriate CPU speeds when it was turned on and then off quickly. I don't know that that is really anything to worry yourself with. I think the bios gets confused if turned off too quickly. (It thinks it's hanging from speed issues when it's another problem) You might want to either lower your clock speed until the problem is resolved to avoid the problem or just continuing to ignore it.
