Computer not turning on, I hear a little sound from it, what is that?

Hi all,

My computer was working fine one day, next day I went to turn it on and nothing happens.

I have tried another power supply and same problem. I took out all the components (cables, pci cards, memory, etc.), and also tried to turn it on.

I do hear a little sound coming from it, almost sounds like zap, like power is going through. What is that sound???

This is an ECS motherboard that I just received from an RMA directly from ECS, it looked brand new from them. Has been working fine for a few months since I received it.

So could it either by by motherboard or CPU?
