Computer momentarily turns off on bootup

i just built a new computer and these are the specs:

intel e8500
asus p5q pro
visiontek radeon 4870
gskill 4gb ram
corsair 750w powersupply

when i turn the computer on, the cpufan, gpu fan, case fans, etc. all turn on for about 2 seconds and then they all turn off.

after about 3 seconds they all turn on again and the computer boots up properly into vista and everything is functioning fine.

i think that this is very strange that it does this. what could be the problem or is this normal?
 
I have this happen if my computer fails to set the BIOS options properly. Usually from a failed overclock. It'll turn on for a second, detect that the settings don't work properly, reboot and load the defaults. Could be related.
 
yeah i think that was the reason. although i didn't overclock at all. i had just installed a new tv tuner card and i guess it didn't like that for some reason. everything is working fine now.
 
The momentary boot up is normal. I think all ASUS boards do this, it's something to do with checking bios settings. Don't worry about it.
