Computer Locking Up/Extremely laggy

So I recently built a new computer, and its locking up in odd situations. For example, when I go to youtube, and watch a video for 2 min, thats a lockup. Also, when I was installing some games it became extremely laggy. I'm fairly sure I've got all my drivers up to date, I just spent an hour doing so and making sure.

The one thing that I'm concerned about is I got an ''open box'' mobo from newegg, so I'm worried that might be bad...

Comp specs as follows:

Mobo: Asus P5E3 Premium
Proc: Intel Core 2 Duo E8500 3.16 ghz
Mem: 4gig (2x2g) DDR3 666.6 mhz
Graphics: Nvidia 9800 GTX
OS: Vista 64bit
PS: 550 Watt (salvaged from last comp)

Thoughts sirs?
 
check the mem voltage in bios and make sure its spec for your ram

download and run memtest, to verify your ram is operating properly
download Prime95 to check your CPU stability

What's the age,brand,specs on that PS? Many of the older PS's don't have sufficient amps on the 12v rail, and the sporatic problems you describe best fit a PS problem.
 
Rather than copy'n and past'n everything, This is the power supply. I bought it probably 3ish years ago, I took it out of my last comp and threw it in this one. Think thats the problem?
 
get PC Wizard and run it and see what the temps are the next time it locks up, also check system event viewer for any system or hardware errors.

Yea... that is gibberish to me. >.>


and temps are usually at 19c for processor, and 31c for motherboard
