Computer Kicking the bucket? Only boots up occasionally

This is an odd problem I haven't run into before that I know of. I have a fairly modern computer (with Nvidia geforce 6100 chipset, AMD 64 X2 4200+ low end Gigabyte motherboard). It has developed two problems which may be related but I don't know. I would say they were if I were to guess.

First, the screen started turning blue (as in a blue tint, although the computer was still usable) and flickered from blue to normal and back again sometimes, although it seemed the longer it was running, the less it would have this problem. I have confirmed that it was NOT the monitor, unfortunately, which was the obvious suspect at first.

Now recently, it has stopped turning on. Forgive me that I don't know all the technical terms, but I noticed that when I unplugged the power to the CPU, the DVD drives did not initialize, whereas when it was plugged in, they did. I assumed this meant that the CPU was not to blame. Taking the RAM out had no effect, which made me suspect that until I realized the monitor was not causing the blue tint I just mentioned. Now I'm not sure.

I can sometimes get it to work by pushing the reset button repeatedly until I hear the pc speaker "click." Although those times are also getting fewer and farther between. Once it does work, however, it keeps working (albeit with a blue screen at least some of the time).

I wanted to ask here before I started ordering new RAM or video cards or motherboards! Thanks for any suggestions.

The boot-up issues is almost certainly due to a faulty PSU (power supply).

I'm not so sure about the blue tint since you ruled out the monitor....

Could be the cable or the motherboard's video out... Does it have any other outputs?

Just tested another PSU (known working), and I think I can safely say that is ruled out. Unfortunately. :(

I know it's not the cable because I tried different monitors. No other output that I can see.
