Computer keeps turning on/off/on/off

well just put together my GF's computer and ran fine for 1-2 days now out of no where, it shuts off/turns on/shuts off in a endless loop, sometimes getting to windows booting up and then off/on/off/on. Now while i was in windows b 4 a off/on cycle i checked the CPU temp and was sitting at 40ish on factory cooler.

So i took out a stick of RAM...still did it...swapped sticks, still did it. Took out both sticks and still does it! So at this point im guessing its either the mobo or power supply...any was i can be shur wich is wich? Computer specs r below:

-8G DDR3 Corsair 1600mhz
-i3 processor
-MSI mobo
-450w powersupply
-radeon 5830
-western digital 500G SATA HDD
-LG SATA DVD rom
 
Yeah, you need to provide more complete specs (i.e. specific models for power supply, motherboard, and DRAM). I presume you've re-seated all of the power cables (both main ATX, 12v CPU, and video card power) and any add-in cards?

One thing you can try is to remove everything from the case, place the motherboard on a nonconductive surface (i.e. cardboard or a static bag), plug in the video card, one stick of DRAM, hook the power supply up, and try to start the system. Doing this will ensure you don't have some type of ground fault with the case. Make sure the case speaker is hooked up so you can hear any beep codes to diagnose failures.

If this doesn't fix the problem, I'd definitely start by swapping out the power supply first. Make sure you are using a really good brand like Seasonic, Corsair, XFX, or Antec.
 
Gigabyte boards were notorious for doing this and found to be a Bios issue.

Now since you have an MSI board, I would assume it would be the same thing. I hate assuming but, seems fishy to me and its probably the same thing happening to your board.

What I did was, remove everything but the basics. Removed the battery and waited for about 5 minutes. Reinstalled the battery and went into bios and made sure everything was set to default. Then I booted into windows.

If this works, reinstall your hardware.
