computer keeps forgetting the time

One of my computers that is used mainly by the rest of my family has been forgetting the internal time. When I re-set the time and restart the computer, it completly forgets the time and resets back 12:00. Is the bios battery at fault?
 
yeah..the battery sounds like the problem, I would go to radio shack and get a new one for like a couple of bucks.
