Computer gets louder when processing???

My computer gets louder when its doing high processing, i think. Like if I click and hold the X to close IE, it gets louder....sometimes when I scroll and load programs too...WTF is going on??? Is my power supply stressing?? Are the Fan speed changing? I have no idea. I have a CasEdge 3400S case with 250W PS. The specs of my comp are below. Any info on what could be causing this is appreciated.
 
I think the big change in noise is my delta fan on my mobo header. Soon it will be gone as I ordered a water cooling system which I hope comes sooner than later.

I have been wondering if that delta fan isn't pushing the fan headers max wattage too closely. Glad its gonna leave my system soon. Only problem is my mobos current bios checks if there is a fan on so I am going to have to use the sensor from my enermax's extra fan to "trick" the cpu header.
 
My system does this. The power supply and cpu fans seem to speed up when It's doing hard processing. It's done this for a year now, so I guess it's normal.

My guess is that the CPU starts sucking in lots of power which puts a strain on the PS or something - the PS then responds by putting out more power. Just a guess.. I'm probably wrong 🙂
 
My fans would spin faster when I had 100% cpu usage in my old machine, which was a p3. But now that I've upgraded to a T-bird I dont hear the fans spin faster when I use the cpu more.
