Computer Freezes on BIOS Boot Screen - necro, same problem starts post 15

I believe it is socketed. Here is a photo of the motherboard.

There is a socketed DIP4 chip at the bottom of the image.

Terrible. The problem is back. Now the pc freezes at the windows startup logo; other symptoms are similar as before. Would it be worth ordering a new BIOS chip?

Just wanted to suggest this ran into the same problem a few years ago with my moms computer. Trying everything I could think of and nothing worked; so I got to thinking maybe it was related to the power supply; turned out a new power supply did the trick.
