Computer Frameskipping?

I am having an issue where when I run certain games, there is very bad frameskipping involved. Lowering settings does not seem to help this however lowering the resolution in game does. For example, if I attempt to play Madden '08 there is bad frameskipping but if I lower the resolution to 800X600 or lower the frameskipping only seems to occur when the camera angle gets a closer view of the models. On the other hand, I can run UT2004 at full settings with no frameskipping at all. Another thing that surprised me was the game Fate (one of those wildtangent RPGs) frameskips horribly although I seriously doubt it is more advanced than UT2004. Even when I lower the resolution in Fate, there is still minor frameskipping. I am running these on my laptop and the specs are:

Windows Vista Home Basic
1918MB Ram
AMD Turion 64 X2 Mobile Techonology TL -60, 2.0ghz
ATI Radeon Xpress Series : Memory Size - 830 MB, Core/Memory Clock - 401mhz

All my drivers are up to date. I am assuming this is a videocard problem. Any ideas that may help? Thanks.

It's probably Vista and it's drivers especially notebook ones are terrible since they rely on the manufacturer to release new ones. I'd look for alt drivers.

I'll begin looking for alternative drivers... any in perticular anyone could mention? I'm new to Vista so I don't know much about getting different drivers to work with it.

I've finished installing Vista friendly sound drivers but I didn't expect that to do anything. If it had anything to do with drivers I'd imagine that it would be the video card drivers. I don't know what drivers to get for my card however. If anyone has any pointers on this one, it'd be much appreciated.
