Computer does not boot or post.

Alright the hardware.

400watt power supply
WinFast K7NCR18D-Pro
2 processors (AMD XP 2100 & 2400)
Varied types of ram (PC 2100 & 3200)
ATI 9600xt AIW

I have reset the BIOS.

Here's what happens when I try to boot. The power comes on for about 1-2 seconds. The fans whirr and all that. Then, without posting or a PC speaker beep, the power cuts off. It does this every time I try to boot up the computer. I've tried it with and without the graphics card, and I still get the same result.

What do you think?

Ah, sry. Let me make something clear. I have tried both of these procs in this motherboard. Only one proc at a time. Same goes for the ram.

I have everything disconnected besides the power button, pc speaker, 1 proc, 1 stick of ram, and (sometimes) the video card.

Suggest making a double-check that your cpu cooler fan is properly connected to the header on the mobo.

When I experienced the problem you're having it was because bios was shutting off power as safety measure to prevent cpu overheating.
I had failed to make a good connection of the cpu cooling fan to the mobo.

Well my fan cooler was conneted to the header, but it only has the polling? (the yellow line that tells the speed/rpms) line as it draws power from a 4 pin adapator. I tried connecting a northbridge fan (only other 3 pin fan I have) and it still just cuts off w/o posting.

Have you got the cpu heatsink placed correctly?
Can you disconnect the power button and trip the header with a screwdriver.

But, to be honest, the last time I had the same problem as you - I did everything i could think of, and ran mobo diagnostic card, RMA the mobo - new one was fine.
