Computer CPU Usage

I have Windows XP installed and my computer has an Intel Q6600 Core 2 Quad 2.4 CPU, 4gb of ram, a Gigabyte motherboard and a MSI 8600GTS video card. Whenever i get into my Task Manager it shows my total cpu usage at around 45%+ all the time even without a single program or window open. I've seen this before and it seemed to quit but now it's back and will not go away, i've noticed it is under (Image Name) SYSTEM and (User Name) SYSTEM and it stays at like 7-15 under CPU. Whenever it should almost be non existent. Can someone help me out? Yes i've tried spyware programs and scans and not a single thing turns up.
 
Then it's likely not actually causing any detrimental effect, is it? Perhaps the system is just performing tasks in the background.
 
Probably some background program that is running. Be it a spyware blocker, virus protection, sfotware/driver update or whatever.
 
It is SYSTEM and the username is SYSTEM, my computer should idle at like 5% whenever it doen't have any programs running and just idle but it's idling at 40% with a Core 2 Quad which is high and is bogging down the computer.

I downloaded Process Explorer and it shows System as being the other cpu usage, but under neither it there isn't anything that is spiking under it or using anything. There is also DCP's called Deferred Procedure Call and Hardware Interrupts. The DCP says it's using 18 of the CPU and around 7 or 8 of cpu for the Hardware Interrupts.

My total usage used to only be like 5% if that at idle without programs running and now it's at 40% which means it's bogging my computer down to run my blurays or other programs.

What can i kill in order to see if it fixes this?
 
Download and install HijackThis. Post the scan so we may have a peek.

40% is way too high at idle - especially with a quad. I'm thinkin' you got a bunch of ports open (with maybe some major torrent uploading/downloading ???).

Or maybe a trojan running in the background ...
