Computer Can't Find Primary Drive

When restarting only. Dell 400SC P4 3.2 GHz 1 GB Kingston Hyper RAM WinXP Pro.
On complete "power off" shutdown and hard power up ...No problem.

I'm restoring one of many images and they all fail. Is this a hardware related problem? Or, a WinXP thing?

Help.
 
I have cleared the CMOS. Turned off Fast Detect in the Bios. Help!



It turned out to be a bad IDE cable, even though it "cold started" no problem all the time.
