Computer can't connect to DHCP server, please help

I just setup a win2k server box. Everything worked fine, i took one nic out of my main box that i was using for ICS, put it in the server (screwed up my first domain so I reinstalled and now have a workgroup with win2k server using ICS). I then started my main machine back up and in win2k pro i got IP from the DHCP service on the server. The only problem was I had to change computer name on client. THen i decided it was time for a little cs so i booted into win98. Changed computer name, rebooted and then i could no longer get an IP. DHCP server could not be reached. Rebooted back to win2k, now i lost IP in that OS as well. I thought the card or cable may have been bad. Changed both those to known good ones, still didnt work. I reinstalled win98 and get the same message. DHCP server could not be reached. I thought maybe for some reason the scope of IP's was not large enough, although I hadn't set one yet. I created a new scope from 192.168.0.2 - 192.168.0.9 . Tried again. Still getting dhcp server can not be reached. I have no clue where to go from ehre guys. Tired of messing with the damn thing, just glad my server is still up so I can post. ANy suggestions? Thanx.
btw: sorry for the poorly written post, i am all kinds of tired right now

To isolate the problem try simplifying things by configuring a workgroup manually, get it all working, then get DHCP working, and then go back to a domain.

i did, in fact i reinstalled win2k server and only setup the workgroup. i have 4 other peoples computers that are connecting to the server and getting IP addresses. I have no clue why this one worked in win2k at first then wouldn't in win98 now it wont in win2k. Different card, different cable, even plugged everything into different ports on the hub. NIC is getting a signal because NIC light and hub both come on.

How many user licenses do you have on your W2k server? You might run out of licenses since all five IP's have been assigned out. You might be able to change DHCP server settings so that each IP will last a shorter duration may be one day for example. Once an IP assignment expires, it can be assigned to a different machine. I don't have W2K server, so I'm guessing here.
