Computer Build for Medical Research

Basically I need a computer that will do live DVD recording and audio capture.
What components would suit these needs best? It won't be used for gaming at all but I suspect that I'll still need an AIW?

I am taking a stab and thinking Live DVD recording is the computer is getting a live video feed thru some camera and as it goes to the computer the computer burns it onto a dvd? I think there are like camcorders that can do that, no need for a computer really...?
