Computer alternating between idle and load

Ok... when the computer is on (doing "nothing"), if we look at the windows task manager, it goes from 0% to 100%, and alternates and you can see the CPU percentage idling between system and systemidle. It does this consistently and programs tend to lag ... does anyone have a similar problem? I recently uninstaled "bittornado" and "abctorrent", i dont know if this had anything to do with the problem.
 
I had a similiar problem with my system - it turned out it was my USB card reader. I unplugged and everything went back to normal.
