It ain't air. Its a flourocarbon, most commonly: trifluoroethane. Turn it upside down and blow to see how unair-like it is.

srsly its a pretty effective inhalant and stupid kids use it to catch a really shitty buzz and they aren't old enough or responsible enough so our stupid society punishes everybody and makes us have to be 18 to buy flourocarbons.

I say enough protecting stupid people from themselves. They'll always find something else to be stupid with anyway.
