That 9250 is not much of a video card.

It's not meant to play games. It's mainly a regular internet/photo-editing machine with long-lasting (ie. 3.5+ years) ability w/o upgrades.

DX9 hardware could be required in that time period.

AFAIK there's no non-gaming/video-intensive program that requires DX9; if in two years DX9 does become needed on some basic applications like Photoshop, I'm sure there will be enough money in my wallet to buy a DX9 supported vid card.
