Why did the leaders of the Republican Party use this phrase?

A compassionate conservative is someone who would rather teach a man to fish as opposed to giving him a fish to eat.

A Compassionate Conservative, at least in the terms the Republicans use the phrase, is one who would offer a condenmed prisoner a blindfold before executing him.

Actually it's a Buzzword/phrase the GW can spell.

<< A compassionate conservative is someone who would rather teach a man to fish as opposed to giving him a fish to eat. >>

True but that's not a Republican. The Republican first would ask the man for his Fishing License then throw him in jail because the man trespassed on the Republicans private lake/Country Club. The Democrat would ask the man for his License then throw him in Jail because oit expired and because he caught over his limit.

It can be translated as such: Someone who is conservative and does not believe in squandering money and simply providing freebies and handouts to everyone, but is compassionate in the sense that they care about people and are willing to provide help to the deserving.

This is obviously way to long for a 3 second media soundbyte, and the average moron can't understand it anyway, so they had to find a way to reduce it down to a quick two word summary ;)

The same reason that left wingers started with this
"Fiscal Conservative" line.
