I believe if you D/Led an ISO and used the serial found on the computer on a sticker, it's legal. I'd suggest waiting for another member to clarify.

No, it won't boot.

Read the manual, and follow the instructions to make your own bootable recovery CDs/DVD.

I once figured out how to make XP Pro Upgrade Edition into XP Pro "non-upgrade" (regular) edition. Required a bit of work, but nevertheless I installed XP Pro Upgrade on my computer with no OS.

do you think copying the folder to a CDR then booting with my XP pro CD and switching discs would work ?

You could call HP/Compaq and have them send you an official bootable install CD.
If not, then just burn a copy of the i386 folder to a CD.
XP Home can then be installed from the DOS prompt.
You'll also need a copy of the Win98 file "smartdrv.exe".
Run "smartdrv.exe".
Then run winnt.exe, from the i386 folder.
The XP Home installer should begin from there.

HEHE I own 2 PC's and none has a Floppy drive also I ripped my Apartment apart looking for a Floopy I thought I saved one just in case an emergancy, but couldn't find it and no Win98 CD anywhere I through mine out.

I think I got it though. 4 minutes left on the install, this way will be better less crap.

Why the hell do Compaq and Dell sell XP systems with 128 MB of Ram though?

If you copy the I386 folder to the CD and make it bootable (search for the required files) then it should boot & install.
Sorry, should have been clearer :)
