Compact Flash Format Problem

I just got a 64 MB Compact flash card and put it in my Kodak DX3600 and when it formatted the card it only reports 3.8 MB. I tried using my 6 in 1 reader to reformat but it still comes out the same size. ANy help would be appreciated.
 
I would take it right back to where you bought at and let them check it - and get one that works.
