Personally I would look at what interests me more. But to answer the question, they are both far too broad to make such a blanket statement.

If all that interests you in CS is the paycheck, you'll probably hate your life and never be more than mediocre at your job. Your co-workers will laugh at you behind your back, you'll get only the most boring projects at some third-rate company or in some dreary minor unit of a megacorp. You'll be the first one let go when it's time to right-size your work group.

Pick "telecommunications," expectations are probably much lower there.

lol, I agree. Pick the one you like. I like programing because there is always something new.
 
Computer Science is the formal study of algorithms. Most people with this degree (including me) work as a computer programmer. If you love math, logic, and programming, then you'll be happy. If you don't you'll be completely and utterly miserable.
