comp hangin on setup screen

I just put a new hard drive in my computer: amd 1800+/epox 8kha+/ wd 40 gig 7200 with windows xp.

Everything was fine and the computer booted into xp numerous times. I had to put a new dial up card in it and now it hangs on the set-up screen and says F1 to continue Del to enter setup but neither options work and there are no lights on my keyboard.

I can enter the bios before it gets finished testing the ram and when in the bios the keyboard light is on....Any tips on whats wrong?

Does it still do it if you remove the new card?

Make sure this PCI card is as far away as possible from the AGP slot
