I had the same problem with my Sempron 140 on a 790FX-GD70 (perpetual reboot at Windows). I couldn't get the second core stable, no matter what. Even downclocking the CPU didn't help.
Dunno why your CPU would unlock on one board but not another. It might be due to different implementations of acc.
Also, have you tried booting into memtest86 instead of windows after unlocking the fourth core to see if your memory/memory controller are stable after the unlock? Sometimes it's the northbridge/integrated memory controller that wig out after an unlock, hinting that you need to raise cpu-nb or nb voltages to stabilize it.
