If I have any critique, it's that the question seems pretty broad to answer. It might be better to phrase the question such that it could be answered with a yes/no type response with a stated CI. For example, "Do humans today have the technology to begin extraterrestrial colonization inside the solar system?"
Something with this approach gives you a lot more direction with your research, and you have a better chance at answering it with any confidence. Then once you have confirmed/refuted your hypothesis, you could engage in some narrative which would help to answer your original question.
Just IMHO. 🙂 the peer reviewer is a chump. He's entitled to his own opinion it isn't his job to try to predict the outcome, he should be more concerned as to whether your hypothesis is testable, verifiable, etc.
