According to the video. You can clearly see they have a hold on each other and she is resisting. Not saying there isn't more to see but she has a hold on him and is clearly resisting his attempts to control her. It's not like she is meekly standing there minding her own business and obeying the officers commands. She clearly is not. If you choose to physically engage a police officer who is attempting to carry out their duties this is what you can expect.
My problem with your analysis is that he had her by a wrist to perform the move that put her to the ground. It was a total 0-60 move, no middle ground.

There wasn't just one cop standing there, they didn't act like she was a threat to their physical well being. It looks more like he just wanted her to shut up, so he made her.

On one hand I don't like when people excuse female aggression saying it's no big deal because they're female and can't hurt you (much). That's giving them a pass to be an even bigger asshole in the future while the guy being assaulted can't do anything to protect himself for fear of being labeled abuser and maybe even thrown in jail. If you assault someone, you should have a book thrown at you whether you're a guy or a woman.

Having said that, there is also this concept of proportionate/disproportionate response. Yes, the female student was being an ass, and she may have even shoulder checked the cop, but slamming her face first on concrete like that was not a proportionate response. I expect better of cops who are supposed to be trained to appropriately deal with situations like these. The cop is in the wrong here, he failed to do his job properly.
