Colonizing other planets

Scientists often mention how a planet or large moon (e.g. Titan) could possibly support life. What if we lob a few rockets packed full of various bacteria into those planets? Might be interesting to see what the bacteria do after a few eons.

I think he was hoping for us to be the gods that eventually lead to another evolutionary process on another planet/moon.
 
If a planet or moon supports life, it may have life on it already. Why would we just shoot a rocket at it and try to replace its bacteria with ours?
