On the other hand, maybe this class (or professor) is designed specifically for students as a learning experience about what happens when it an assignment is given with incomplete guidance. Yeah, that's it...

Not only that, I don't need guidance in the course, the material is not terribly difficult. Yeah, that's it... (this was tongue in cheek, eg. an apparently failed attempt at humor.) To be explicit, a task could be given, knowingly or unknowingly with incomplete materials, to an employee by a boss.
When the class repeatedly asks you to post something, when people go to office hours and you ensure that you will post the requested material - YOU DO IT.
He honestly does care (it seems to me). He is a very nice and respectful teacher - he just comes off as forgetful or a bit preoccupied.
