This isn't for me, I'm in college, and I didn't concern myself with this stuff during admissions because I didn't apply anywhere I considered challenging. Anyway...
Suppose person A wants to get into school B. Person A has a 2.4 GPA, and a 1080 SAT. School B's SAT 25-75 range is 1130-1280, no GPA data given, but 43% of the students were in the top 10% of their high school class. Person A just visits school B today, and decides they really want to go there. Person A is clearly borderline. School B uses a rolling admissions process. IMO it is too late for someone borderline to be accepted to the main campus.
1) Am I correct in assuming that?
2) How does one inform Person A of this without hurting their feelings?
