I won $4 in the mega millions draw on Friday. Where do I collect funds? I bought the tickets on a kiosk in Vons.

Take it to the kiosk at Vons, scan it, and wait for it to dispense money. If it doesn't correctly dispense the money, kick it until it does.

Correct, they (C stores/groceries/etc.) can pay up to a certain amount. If you win more, then you have to go to the district office to collect your money.
