Probably, especially if they're standing side-by-side (think twins where everything else is equal). Personally, I say horizontal....makes her shoulders look more relaxed and with better posture.

A normal collar bone shouldn't be horizontal, nor should it be at a significant angle...

Also, try finding pics of two women who maybe look a little more similar.
Modeling pic vs. some average chick with a crappy digicam = not a good comparison.

Edit: Also, as has been pointed out, part of the issue is the posture. The girl's collar bone angle in the first pic is exaggerated due to her posture.
